Electricity Transmission Network  

 

AusNet Services owns and operates Victoria’s electricity transmission network, in addition to separate electricity and gas distribution networks in Victoria. The transmission network covers an area of approximately 227,600 square kilometres and serving a population of over 5.9 million people, or more than 2.1 million households and businesses. The Victorian network is centrally located among Australia’s five eastern states, and it provides important connections between South Australia, New South Wales and Tasmania.

Transmission Revenue Reset Process

As a regulated business, AusNet Services is required to lodge a Revenue Proposal with the Australian Energy Regulator (AER) by 31 October 2020 setting out proposed revenues and investment plans for the five-year regulatory period commencing 1 April 2022. The process for setting revenue is referred to as the Transmission Revenue Reset (TRR). The next five-year regulatory period for electricity transmission runs from 1 April 2022 to 31 March 2027.


Customer Advisory Panel

AusNet Services has established its first TRR Customer Advisory Panel to work with the business to ensure the Revenue Proposal reflects customers’ views and preferences. The Panel comprises representatives from direct-connect customers, consumer advocacy groups, generators and the Victorian distribution businesses.

Customer Engagement Program customer engagement

To supplement the engagement with the Customer Advisory Panel, AusNet Services is conducting other customer engagement activities such as Briefing Sessions, Deep Dives, consultation with the existing Customer Consultative Committee (CCC) and one-on-one interviews with stakeholders.

These activities provide valuable insights into customer perspectives which feed into the business-as-usual operations and reset engagement with the Customer Advisory Panel.

Post-lodgement engagement

As part of consulting on the Revenue Proposal, AusNet Services has sought to be transparent with its customers and stakeholders around how plans may be impacted by COVID-19.  Nonetheless, the business expects that aspects of the plans will need to be modified as the impacts of the pandemic become apparent.  This may include changes to the proposed capital program to reflect new demand forecasts incorporating the effects of COVID-19, as well as changes to other key inputs to the plans that are heavily dependent on economic conditions, such as wage growth forecasts.

The business will continue to engage with customers throughout the regulatory process to seek their views the pandemic’s effects, as these become clearer.  This engagement will be in the form of further Briefing Sessions, Deep Dives and Customer Advisory Panel meetings.
